Here's what TOC style PE looks like unimproved - it seems to me this is unnatural. For apples to apples comparison, I am using the same content of receipes and it is still probably discernable from the content that these are different "things" that you can maybe figure out... However, imagine this was lots of text content that relied on the label for contextual shift: Like, if the page was about covid and one tab was 'misinformation'. It would become impossible to discern the context here.
